Ņar is a city and the seat of Ōewq-xûy.

Prior to April 15, 2022 the city was known as Tallas when it was renamed to New Kyiv (Yurkish: Nýiw Kyìv). On January 1, 2023 it was given a more proper name, Ņar.

On November 9, 2011 Tallas had to be evacuated because of a nearby earthquake that occurred at 11:25:03 AM YTC±0 on the same date. It was left uninhabited (and thus considered a dissolved community) until August 17, 2016.
